The reason I am asking is because,I want to be a member and I am afraid someone will think I am not qualified based on the fact that I have not placed a sexy avatar up.

No, the Church of Satan does not condone drug use whatsoever.
We consider drugs, like many destructive activities, to be a pursuit chosen by those mentally feeble wasters who over populate society. The very same pieces of shit whom the Christian churches welcome with open arms.
They are welcome to all these losers - The Church of Satan does not want them in any way, shape or form.
To put it bluntly - The Church of Satan is an elitist organisation and that excludes such driftwood as druggies.
And please, do not confuse The Church of Satan with this message board. Though many CoS members come here they are, vever-the-less, two different things and this message board is not actually affiliated with the church itself.
However, the owner of this board is a CoS Magister who also upholds an anti-drug stance. So I doubt he wants them on here either.
