The film that you're referring to is The Number 23, and the premise of the film is that every occurrence or event directly revolves around the number 23, some permutation of the number 23 or a number related to 23. This esoteric principle is known as the 23 Enigma and was made popular by Discordianism.
The 23 Enigma is neat to play around with, but that's about as far as it goes. In reality, it's about as meaningless as the parody religion that spawned it.
